Through our Declaration of Independence, the American people announced to the world that they were sovereign and free. Through the Preamble to our United States Constitution, we announced to the world that our Constitution and a new government is, the work of the people of, the United States. And through our United States Constitution, we announced to the world that our government was, established by the delegation of powers through the consent of the governed. Through our bill of rights, we announced to the world the ground rules of how, a free press and we the people shall live and exist both, as a free people.

The United States is exceptional, not because of its universal founding principles of freedom. But the United States is exceptional, for the Constitutional promise for the principle of citizenship with equality. That an individual citizen in the United States is constitutionally entitled to encountering with government. At the heart of the principle of citizen, equality is the belief that all people are free by nature and possess inherent rights.
